Vision 2030 and SOD Update: Clarifying the Board’s Nov. 17 Decision on School Closures

The Robbinsdale Area Schools (Rdale) Board of Education met Monday, Nov. 17, 2025, to continue its work on Phase I of Reimagine Rdale: Vision 2030 and the district’s plan to address its statutory operating debt (SOD). The discussion focused on which potential school closures should move forward to be published in the newspaper, leading to a statutorily-mandated public hearing in December. Because the conversation involved multiple facilities and several procedural steps, district leaders want to offer clarity about what was decided and what comes next. The School Board took required steps on Nov. 17 to move potential school closures to a December public hearing.

State law drives the timeline

Under Minnesota statute, any school board must hold a public hearing before taking a final vote to close any school. The notice for that hearing must also be published in the newspaper for two consecutive weeks. To meet the deadline for a Dec. 15 public hearing—an essential step in the district’s SOD plan—the Board needed to vote on Nov. 17 on which schools should advance to the hearing stage.

Middle school and ESC move forward

After discussion, the Board voted to advance closure options of Robbinsdale Middle School (RMS) and the Educational Service Center (ESC) for publication and the public hearing. 

Elementary discussion remains unsettled

The other significant facilities conversation centered on elementary schools. While the Board recognizes that Rdale will need to close two elementary schools as part of the SOD plan, no final decision was made on which schools those would be. The Board voted to include four schools as options for closure: Lakeview, Neill, Noble, and Sonnesyn.

  • This decision does not mean four schools will close. Rather, it creates space for continued analysis, community input, and deliberation before the Board makes a final choice on which two elementary schools will be closed.
  • What this means: Lakeview, Neill, Noble, and Sonnesyn elementary schools will be included in the Dec. 15 public hearing notice as options for closure, as required by statute.
  • What this does not mean: The Board has indicated they’re not pursuing a path to close four elementary schools. The Board has indicated they will make a final decision on which two elementary schools will close after the Dec. 15 public hearing, once they have reviewed additional information and heard additional community feedback.

A necessary step, not a final decision

District leaders recognize that families and staff may feel anxious about the uncertainty. Monday’s actions do not represent any final decisions about which schools will close in 2026; instead, they allow the Board to keep its options open while meeting statutory requirements.

What happens next

  • Nov. 24 – School Board study session to further discuss SOD-related closures and budget reductions 
  • Dec. 8 – School Board Listening Time (opportunity for public input), business meeting and study session to further discuss SOD-related school closures and budget reductions
  • Dec. 15 – Public hearing (opportunity for public input) followed by formal vote on school closures
  • Jan. 5, 2026 – Review final draft of the SOD plan
  • Jan. 20, 2026 – Final vote on SOD plan
